Are you getting anything?

SOAP happens over HTTP, so I wouldn't think you have to do anything special to get them proxied through Fiddler like any other HTTP request. That makes me think you just aren't getting anything captured from Notes. Did you set up a proxy to port 8888 in your Location document?
